In a large skillet, cook the ground beef, onions, and bell peppers over medium-high heat. Drain off grease, and add back to the skillet.
Stir in chili powder, paprika, cumin, garlic powder, oregano, salt, sugar, and cayenne pepper. Stir well to coat ground beef & veggies.
Sprinkle cornstarch on the mixture and add water. Bring to a simmer, and reduce heat. Simmer until the liquid has thickened, about 5-10 minutes.
Meanwhile, stir together salsa and yogurt. Use as the sauce for your bowls.
Add about 1 cup of rice to a bowl. Top with about 1 cup of ground meat and cover with your choice of toppings. Enjoy!

*Because this is such a flexible recipe, these measurements don't need to be exact.*You need about 4 cups of protein - this recipe with 1 pound of ground beef + 1 onion + 1 bell pepper yields about 4 cups. You can also use a combo of ground meat and beans.*The sugar and cornstarch are optional. Both make the ground beef mixture taste more like tacos that use taco seasoning packets.*To make about 4 cups of cooked rice, start with 1 ⅓ cup uncooked rice.
